"Those budget reports are huge documents, hundreds to thousands of pages, that have to be turned around for the governor's state of the state [address] around the second week of January. They accept no excuses," says Gonzales. "We receive these documents in the latter part of December, and they're still making changes on it. The ink has actually been wet sometimes when the governor has given his report. That's how close they cut it."
