As for copyright permission, if your school has never had a copyright office, this is an opportune time for the in-plant to start one. Whether material is printed or posted to a CMS, professors still need permission from publishers, and the in-plant can provide this service. (Some copyright managers encourage professors to first check their own library's electronic reserves for articles, then just post a link from their site on the CMS. That way the library obtains the permission and the school avoids legal action.)
