A Service Philosophy

Asignificant philosophical difference exists between public sector service providers and their counterparts in the commercial sector, insists Mike Lincoln, manager of Colorado’s Integrated Document Solutions (IDS) unit.

“As in-house providers for services like printing and mail facilities, we exist to support the needs of an organization,” he says. But he cautions other in-house service providers to recognize that their organizations do have other choices for the services they provide.

“In order to build maximum value, find what you do well, excel at those services, add complimentary services and stay focused on the bottom line for your organization,” he advises. “For those of us in the public sector we have an added dynamic that has to be included in our focus. Not only is it important for us to focus on why we exist and what we do for our organization...but also to consider the needs of the taxpayers to whom we are ultimately accountable.”

In-plants, he notes, are typically the subject matter experts on matters relating to printing, mail services and document management. They exist not only to provide services, but also to advise, recommend and often influence customer decisions to achieve the highest quality and value for the taxpayer while meeting the needs of the organization.

“This should be viewed as a fiduciary responsibility, not just as a goal or target,” he declares. “Own the responsibility to bring the highest value to your organization and earn the trust from all those to whom we are accountable.”

When Colorado merged its print and mail operations with its document imaging/data entry units in 2005, the state was looking to increase efficiency and save money. Under the direction of Manager Mike Lincoln, the resulting Integrated Document Solutions (IDS) unit has been doing exactly that ever since.
