Government agencies require a lot of printing. To provide it, some of them have built very large in-plant operations. We have ranked the largest government in-plants by number of employees and annual sales.

Some of our findings include:

• Eight government in-plants report sales of more than $11 million.
• Though many reduced their staffs since last year, seven reported more employees in 2021 than in 2020.
• State printing operations, 13 in all, dominate the top 20.
